Certificate of Environmental Compatibility
A Certificate of Environmental Compatibility (CEC) from the Arizona Corporation Commission (ACC) and the Arizona Power Plant and Transmission Line Siting Committee (Line Siting Committee) is required to construct the Vulcan Interconnection CEC Project (Interconnection Project). Vulcan Solar Project, LLC, filed its CEC application with the ACC on January 9, 2026. The CEC application will include environmental studies evaluating the proposed Interconnection Project. The Line Siting Committee will hold a hearing on the Interconnection Project on February 23-27, 2026. The hearing will begin on February 23, 2026, at 1PM and may continue through February 24-27, 2026, as needed. Sessions on February 24-27, 2026, will begin daily at 9 a.m. View map. CEC Hearing
A public hearing will be held before the Line Siting Committee regarding the Application of Vulcan Solar Project, LLC for a CEC to authorize construction of the Vulcan Interconnection CEC Project.
The Project will include a new, approximately 4.3-mile-long, 500 kilovolt (kV) generation-tie transmission line (gen-tie) that will deliver power from a proposed 800-megawatt (MW) solar and battery energy storage system (BESS) facility and a new on-site substation to the existing 500-kV Hassayampa Switchyard via a 200-foot-wide right-of-way corridor. The Project will be located in Maricopa County near Arlington, Arizona.
The hearing will be held at the Hampton Inn and Suites at 2000 N. Litchfield Road, Goodyear, Arizona, 85395. The hearing will begin on Monday, February 23, 2026, at 1 p.m. and will continue, as necessary, until Friday, February 27, 2026. The hearing will begin at 9 a.m. Tuesday through Friday. If any revisions to the hearing schedule are required, they will be posted on this website and on the ACC Project website.
- Public comment will be accepted during a special evening session on February 23 beginning at 5:30 pm via telephone, Zoom, or in person at the Hampton Inn and Suites located at 2000 N. Litchfield Road, Goodyear, Arizona, 85395. Public comment may be taken at the beginning of each hearing day, at the discretion of the Committee Chairman.
The public has the option to watch the hearing online or listen to the hearing via telephone. The public also has the option to virtually watch the public comment session or participate in the public comment session via Zoom link. All hearing link information is provided below.
