Certificate of Environmental Compatibility
A Certificate of Environmental Compatibility (CEC) from the Arizona Corporation Commission (ACC) and the Arizona Power Plant and Transmission Line Siting Committee (Line Siting Committee) is required to construct the Eloy Valley Energy Center III Project (Project). Eloy Valley Energy Center III, LLC, filed its CEC application with the ACC on December 5, 2025. The CEC application will include environmental studies evaluating the proposed Project. The Line Siting Committee will hold a hearing on the Project on Jan. 20 - 23, 2026. View Map. The Document Number for the CEC application is TBD.

A public hearing will be held before the Line Siting Committee regarding the Application of Eloy Valley Energy Center III, LLC for a CEC to authorize construction of the Eloy Valley Energy Center III Project.The Project will include a new, approximately 1.7-mile-long, 230 kilovolt (kV) gen-tie that is designed to deliver power to the regional electric grid. The Project is located within unincorporated Pinal County, Arizona.
The hearing will be held at the Raddison Hotel Casa Grande at 777 N Pinal Ave, Casa Grande, AZ 85122. The hearing will begin on Tuesday, Jan. 20, 2026, at 9 a.m. and will continue, as necessary, until Friday, Jan. 23, 2026. If any revisions to the hearing schedule are required, they will be posted on this website and on the ACC Project website.
Public comment will be taken in a special evening session on Tuesday, January 20, 2026, beginning at 5:30 p.m., via telephone, Zoom, or in person at the Raddison Hotel Casa Grande at 777 N Pinal Ave, Casa Grande, AZ 85122. Public comment may be taken at the beginning of each hearing day, at the discretion of the Committee Chairman.
The public has the option to watch the hearing online or listen to the hearing via telephone. The public also has the option to virtually watch the public comment session or participate in the public comment session via Zoom link. All hearing link information is provided below.
